The existing casino industry expects to hold constructive talks with the Japanese authorities ahead of a second bill regulating casino resorts in Japan.

Jan Jones Blackhurst, senior vice president of communications and government relations at Caesars Entertainment, told the panel at the Global Game Expo 2014 in Las Vegas on Tuesday: "I think there will most certainly be an opportunity to have a conversation. They are hungry for information while I deal with the Japanese government. They will be very thoughtful and follow the process. It doesn't mean your opinion will determine the outcome, but I believe you will be open to the conversation."
Caesars Entertainment is one of the foreign operators interested in bidding for a license with a local partner if casino gambling becomes legal in Japan.
Japanese Prime Minister Shinzo Abe said legalizing casino gambling is an important pillar of his plan to revive economic growth. Casino operators such as Las Vegas Sands Corporation, Genting Singapore, Melco Crown Entertainment, and Galaxy Entertainment Group are all interested in targeting the Japanese market.
Alan Feldman, senior vice president for global government and industry at MGM Resorts International, another licensing bidder in Japan, told the same panel: "Every meeting that has been held so far has discussed certain policy elements very directly. We have provided well-received information. That doesn't mean it will automatically happen, but we think we have found an environment where discussions on policy issues are very welcome."
He added that the "Singapore model" of casino regulation has been frequently mentioned in Japan. Singapore's framework includes entry charges for Singaporean citizens and permanent residents.
"The 'Singapore model' has different meanings," Feldman says.
"But it doesn't necessarily mean there are only two casinos or integrated resorts," he added, noting that Singapore "had a very open dialogue process with the industry before a final decision was made" on the casino industry.
